What the NMC Notice Actually Says

The Medical Assessment & Rating Board (MARB) — the body inside the National Medical Commission that approves medical colleges — issued Public Notice No. U-15029/09/2025-UGMEB on 14 July 2026. It is signed by Dr. M. K. Ramesh, President of MARB, and by Dr. Raghav Langer, Secretary of the NMC.

Important: The 1,36,939 Figure Does Not Include AIIMS or JIPMER

This is the part most reports leave out, and it changes how you read every other number on this page.

The notice states the exclusion in its own subject line: Seat Matrix for Undergraduate (MBBS) Courses (excluding INIs) for the Academic Year 2026–27. It is repeated at the top of all thirty pages of the matrix itself.

INI stands for Institute of National Importance. AIIMS and JIPMER are Institutes of National Importance established under their own Acts of Parliament, and their MBBS seats are counted separately. They are not inside the 1,36,939.

This has a practical consequence. If you have seen a total of 1,29,603 MBBS seats quoted earlier in 2026, that figure included AIIMS. This one does not. The two numbers count different things, so placing them side by side and calculating a difference does not give you a meaningful answer. We are not going to make that comparison, and we would suggest you treat any source that does with caution.

Where the 9,911 New Seats Went

India did expand MBBS capacity this year. The matrix records 9,911 seats added. The split is where it gets interesting.

Roughly four out of every five MBBS seats India added this year is a private seat.

The pattern repeats in the colleges themselves. The notice approved 25 newly established medical colleges carrying 2,400 seats: 7 government colleges with 400 seats, and 18 private colleges with 2,000 seats.

We are not going to tell you whether that is right or wrong. That is a policy question and it is not our place. But it has a direct consequence for what a family pays, and we will come to that below.

Eight States Added Zero New Government MBBS Seats

The state-wise table in the notice contains a finding that almost nobody has reported. In eight states and union territories — including four of India's largest — the government added no new MBBS seats at all this year, while private colleges in those same states expanded.

If your family holds domicile in one of these eight states, every additional MBBS seat available to you this year sits in a private college.

What This Means for What Your Family Pays

A government MBBS seat costs roughly ₹3–4 lakh for the entire course. Under the National Medical Commission Act, 2019, half the seats in a private medical college must be charged at government rates in that state — but on the remaining open or management quota, the total cost of the course generally runs from ₹60 lakh to ₹1.2 crore. A deemed university seat often crosses ₹1 crore.

So the honest sentence about this year's expansion is this: India added MBBS seats, and roughly four out of every five of them cost ₹60 lakh or more. In the eight states listed above, every single one of them does.

Before You Pay: Ask for the Letter of Permission

⚠️ Critical Note: This section may save a family a great deal of money, so please read it carefully.

The notice approved 18 new private medical colleges. But it also directs every private college granted approval to furnish an Electronic Bank Guarantee within seven days of the notice, and states plainly that the Letter of Permission (LoP) will be issued only after that guarantee has been received and found to be in order.

Which means the seats at those brand-new private colleges are not confirmed yet.

The notice is also blunt about excess admissions. It instructs every counselling committee — the MCC and every state authority — that under no circumstances may they permit admissions in excess of the seats approved by the Board. And it warns colleges directly that any admission beyond the approved number is a violation of the National Medical Commission Act, 2019 and the regulations framed under it, and will attract regulatory and penal action against the defaulting college.

The regulatory action falls on the college. But it is your child sitting in that seat.

So if any college, agent or middleman offers your child a seat that is not inside this approved matrix: do not pay, and do not sign. Ask for the Letter of Permission, check the college's approved intake in the matrix, and only then have the conversation.

Three Things Your Family Should Do This Week

None of these involve us.

1. Open the notice yourself. Go to nmc.org.in, find the Public Notice dated 14 July 2026, and go to the state-wise table on the last page. Find your state. Find your colleges. Write their approved intake on paper with today's date on it. That paper is your reference during counselling — not a WhatsApp forward.

2. Check it again on the morning you fill your choices. The Commission itself says this matrix remains subject to revision by the Appeal Committee, and that any revised matrix will be uploaded to the NMC website and used by the counselling committees.

3. Never accept a seat outside the approved matrix. If it is not in the matrix, it is a seat that should not exist. Ask for the Letter of Permission before any money changes hands.
