1. Why does the University of Padua give this scholarship?

The Regional Scholarship is part of the Veneto Region's system for the right to university education. Its purpose is to support capable and deserving students who do not have sufficient financial resources and to help cover living expenses during the academic year. This is why economic conditions are central to the competition and academic progress is then checked according to the rules for the student's year of enrolment.

2. Who can apply?

Students enrolled at the University of Padua for academic year 2026/27 may compete if they satisfy the financial and merit requirements. The call covers Bachelor's, Master's and single-cycle Master's programmes. PhD students may also apply if they are not already receiving another scholarship that conflicts with the call.

The Regional Scholarship is not restricted to Italian citizens. Indian students, other non-EU students and EU students can participate, but the financial-document route and ranking group may differ.

Before spending money on Apostille or translation, check these exclusions:

• If you already hold an Italian or foreign qualification at a level equal to or higher than the course you are joining, the call excludes you from this benefit for that level.
• If you received a regional scholarship in a previous course at the same level and repayment was required but remains unresolved, this can exclude you until the issue is resolved.
• For first-year ranking purposes, a non-EU student entering with a non-EU qualification is placed in a separate first-year ranking. Most Indian first-year students entering with an Indian qualification fall into this group.

3. How much is the Padua Regional Scholarship?

The amount depends mainly on your ISEE band and your scholarship status: resident, commuter or off-site. The €8,246 figure is the standard full-time off-site amount in the lowest ISEE band. It is not the amount every student receives, and the scholarship is not always paid entirely as cash because catering and accommodation services can be deducted where applicable.

Special cases can have different amounts. The call includes a separate increase for eligible female students in STEM programmes; the full-time off-site amount in that table can reach €8,605.33. Part-time students also have a lower scholarship table. Therefore, do not describe €8,246 as the absolute maximum in every case.

Service Deductions:

• Off-site / independent: €760 catering deduction. Students using an ESU residence also have a €1,600 accommodation deduction.
• Commuter: €540 catering deduction.
• Resident: €250 catering deduction.

The total scholarship value and the cash arriving in the student's account may therefore be different.

4. Resident, commuter or off-site: why your rent changes the amount

Padua uses distance and public-transport travel time to classify scholarship status. The official English call uses the term 'non-resident'; this guide also uses the more familiar expression 'off-site'.

• Resident: generally within 40 km and/or 40 minutes by public transport from the course location.
• Commuter: generally between 40 and 80 km and/or 40 to 80 minutes.
• Off-site: residence more than 80 km away and/or more than 80 minutes by public transport, plus paid accommodation near the course location for the required period.

For the normal full off-site amount, paid accommodation is normally required for at least 10 months during academic year 2026/27. Private accommodation must be supported by the required registered-rent documentation; college accommodation uses the hospitality contract; students in ESU residences do not upload the same private-rent evidence.

5. The deadline that controls the whole application

The main Regional Scholarship deadline is 30 September 2026. The student should protect three core actions:

1. Complete and finally confirm the Request for Benefits (RdA) in Uniweb.
2. Request the correct ISEE or ISEE Parificato for university-study benefits. International students using the affiliated-CAF route must resolve document corrections within the deadline that controls the benefit.
3. Complete enrolment and pay the first university-fee instalment under the rule that applies to the student's case. For first-year enrolment, the relevant admission notice can set the applicable enrolment deadline.

After completing the RdA, press the final confirmation and save the submission receipt. The University specifically treats the saved request in Uniweb as proof that the application was submitted.

6. ISEE and ISPE: Padua has two financial gates

To access the scholarship, both limits matter:

• ISEE must not exceed €26,306.25.
• ISPE must not exceed €43,125.94.

ISEE is the broader household economic indicator. ISPE is the equivalent asset indicator. This means a family can have a relatively low salary but still exceed the asset limit because of property, bank savings or investments.

Is there a minimum family income of €10,000?

No. The Padua 2026/27 Regional Scholarship call does not impose a rule saying that the family must earn at least €10,000 to qualify. The €9,000 figure in Padua's ISEE guidance concerns student financial independence and ISEE classification, not a minimum household-income requirement for the scholarship.

7. Rough ISEE and ISPE pre-screen: one example

Example: family of four, standard equivalence scale 2.46, 2024 income €12,000.

• Assume one foreign building of 80 m² and that no accepted official market or cadastral/property-tax value can be determined, so the conventional square-metre fallback is used: 80 × €500 = €40,000.
• Assume simplified countable bank/investment assets of €4,000.
• Rough simplified assets = €44,000.
• Rough ISPE screen = €44,000 ÷ 2.46 ≈ €17,886 (Passes ≤ €43,125.94).
• 20% of simplified assets = €8,800.
• Rough ISEE screen = (€12,000 + €8,800) ÷ 2.46 ≈ €8,455 (Passes ≤ €26,306.25).

Both rough values are below Padua's 2026/27 limits in this simplified example. Do not present this calculation as the official CAF result.

Property-value Hierarchy:

For foreign property, Padua's current University-linked CAF guidance uses this order:

1. Official market value from a competent public authority, where available.
2. Cadastral or property-tax value, where the market value cannot be identified.
3. Only where neither value can be determined, the conventional square-metre fallback can be used. The University guide gives €500/m² for foreign buildings.

8. Who needs the ISEE Parificato?

• International students residing abroad with a household residing abroad.
• International students residing in Italy with annual employment income below €9,000 and a household residing abroad.
• Italian students residing abroad, whether or not registered with AIRE.

Padua requires the ISEE Parificato to be issued through the University's affiliated CAF. The service is free of charge.

9. Indian students: which financial year and which documents?

For an ISEE Parificato issued in 2026:

• Family status: current 2026 document.
• Income: calendar year 2024.
• Movable and immovable assets: position at 31 December 2024.

Original foreign documents should state the values in the local currency of the country where the income or assets exist. Do not rewrite an Indian government certificate in euros yourself.

The University 2026 guide lists both the 31 December 2024 balance and the 2024 average balance. Padua's linked 2026/27 CAF FAQ states that a closing-balance statement is sufficient for the bank-account upload and that banking documentation does not require legalisation. 10. Apostille and Italian translation for Indian students

India is in Padua's Apostille group for the 2026/27 ISEE Parificato procedure.

• For each document that requires legalisation, Apostille the competent original document.
• Padua's University-linked 2026/27 CAF FAQ says the Italian translation does not need a second Apostille.
• If the Apostille text itself is not in English or Italian, translate the Apostille text together with the document.
• The CAF FAQ also accepts e-Apostille, subject to authenticity verification.
• The University guide requires the foreign documents to be translated into Italian by a legally recognised translator under the applicable rules.

11. How to obtain the ISEE Parificato

For Padua, the ISEE Parificato is issued through the University's affiliated CAF:

• Partner Office: Confeuro Associazione Territoriale Padova.
• Upload the documents to the dedicated CAF portal (parificati.confeuropadova.it). The University states that other delivery methods do not substitute for the portal procedure.
• Complete the delegation/privacy authorisation.
• Monitor the portal and email for correction requests.
• Resolve any requested replacements before the scholarship deadline that controls the benefit.
• The CAF sends the ISEE value to the University only in connection with the student's confirmed Application for Benefits in Uniweb.

12. How to submit the scholarship application in Uniweb

1. Open the Uniweb personal area.
2. Go to the section for Right to university studies / disability / summer courses and open the Application for Benefits.
3. Compile the form and authorise the University to acquire the ISEE/ISEE Parificato data.
4. Select the Regional Scholarship and complete the scholarship fields.
5. If claiming off-site status, complete the required accommodation information and the separate rent-contract procedure.
6. Continue to the end and press Confirm the Application for Benefits.
7. Download and save the submission receipt.

If the ISEE is not acquired within about eight days, check whether the RdA was actually confirmed, whether the CAF has issued the certificate or requested a correction, and whether the ISEE is the correct university-study ISEE for the student.

13. What if admission, enrolment or the visa is late?

The 2026/27 call does contain a protection for certain new enrolments completed after 30 September: they can be acquired automatically and assessed no later than the second allocation, provided that the RdA was completed and the ISEE was issued by 30 September. This is not a general late-visa extension.

14. What if the rent contract is late?

If the student declared off-site status but cannot provide complete compliant rent documentation by 30 September, the first allocation is limited to the commuter amount, where applicable. The online procedure for missing accommodation documentation reopens from 24 November 2026 to 30 April 2027. If the later evidence is approved, the additional scholarship amount is paid within the following month.

15. Rankings and funding: does eligible mean funded?

No. The 2026/27 call forms rankings, and the final ranking position determines priority for scholarship assignment. The call allocates 30% of resources to first-year students; within the stated allocation rules, a maximum 7% is reserved for first-year non-EU students entering with a non-EU qualification. The remaining 70% is allocated to students in years after the first.

• Provisional rankings: by 15 October 2026.
• Status correction/reporting deadline: 31 October 2026.
• Final rankings: from 25 November 2026.
• Additional ranking: approximately by March 2027, with possible updates when further funding becomes available.

What happened in 2025/26?

Padua's official 2025/26 ranking page later stated that all eligible students became scholarship beneficiaries after ranking updates and additional funding. This is encouraging historical evidence, but it is not a guarantee for 2026/27. Students should keep checking every ranking update even if they are not funded in the first list.

16. When is the scholarship paid?

• First-time first-year Bachelor's, Master's and single-cycle students: first instalment by December 2026.
• Second instalment: within the month after the required CFU are achieved, provided the standard first-year merit deadline is met.
• Students in years after the first and eligible PhD students: generally one instalment by December 2026.

IBAN and Italian Domicile:

• The bank account must be in the student's name or jointly in the student's name. A parent or other third-party bank account is not accepted.
• The call asks students to enter the IBAN by 31 October 2026 and in any case no later than six months after publication of the final ranking.
• If the student's residence is abroad, the call requires an Italian domicile in Uniweb before the scholarship payment can be processed.

17. First-year students: the 20-CFU rule after payment

For a full-time first-year student under the standard merit rule:

• 20 CFU by 10 August 2027: second instalment can be paid.
• 20 CFU achieved after 10 August but by 30 November 2027: the first instalment is retained, but the second instalment is not due.
• 20 CFU not achieved by 30 November 2027: scholarship is revoked under the call, subject to the exceptional documented-extension provision.

If revoked, repayment can include the scholarship amount, regional tax and the value of accommodation/catering services actually used.

For exceptional and documented reasons, the call allows a request for an extension of the credit deadline by up to three months. The request and supporting evidence must be sent by the stated deadline; do not assume the extension is automatic.

18. Later-year students: minimum CFU before the ranking

19. False declarations: Padua can verify foreign income and assets

The University performs random and targeted checks on self-certifications. The call states that checks annually involve at least 20% of eligible recipients for the relevant benefits. Checks can involve banks and financial intermediaries and may also be carried out through the Guardia di Finanza.

• Do not hide a bank account.
• Do not omit a property or investment.
• Do not remove a family member from the household without a legal basis.
• Do not hide a business interest.

Untrue declarations can result in repayment, loss of benefits for the duration of the course, an administrative sanction equal to three times the amount received or value of services unduly used, and possible criminal consequences where applicable.

20. Special cases: do not copy the standard Indian route blindly

• EU/international students living abroad with family abroad may also use the ISEE Parificato route.
• Legalisation differs by country: some countries are exempt, some use Apostille, and others require Italian diplomatic legalisation.
• Political refugees, stateless students and beneficiaries of subsidiary or temporary protection follow special economic rules under the call.
• A current ISEE may be possible after a qualifying adverse event such as significant job/income loss, subject to the legal conditions and Padua's deadline.
• Students covered by the call's disability provisions follow special merit rules; the standard first-year 20-CFU second-instalment/revocation rule does not apply to them in the same way.
• The special filter-semester scholarship route for Medicine, Dentistry and Veterinary Medicine applies to the Italian system described by the call; the call explicitly excludes programmes taught in English from that filter-semester provision.
• Simultaneous enrolment in two programmes has a reference-course rule and a possible increase, with conditions and non-cumulation rules.
