Every year, the regional government of Lazio — the region around Rome — funds thousands of students through a scheme called the DiSCo “Right to Study” scholarship. It is real, it is government-run, and it returns every single year. Yet most Indian families sending their children to study in Rome never even hear about it.

In the top band, a single student can receive up to about €7,500 a year, roughly ₹7 lakh, plus a free hostel room, two free meals a day, and subsidised health cover. And the best part for Indian families: because your family lives in India, you are placed in the highest-paying category automatically.

Important scope:
This scholarship is only for universities in the Lazio region — Rome, Viterbo, Cassino, Latina and Frosinone. If your university is in another city such as Milan, Naples, Messina or Bologna, that region runs its own separate scholarship with different rules and deadlines. Always confirm your exact university before applying.


What is the DiSCo Lazio scholarship?

The DiSCo Lazio scholarship is a “Right to Study” grant funded by DiSCo, the regional agency of Lazio, that gives eligible university students a yearly cash scholarship along with accommodation, meals and health support.

It is awarded on the basis of family income, not just academic marks, which is why students from modest backgrounds often benefit the most. The lower your family’s income, the higher your scholarship.

The same scheme covers:

  • Bachelor students

  • Master students

  • Single-cycle Medicine students, including MBBS

  • Art, music and design students under AFAM institutions

  • PhD and specialisation students under their own conditions

All students must be studying at universities or institutions registered in the Lazio region.


Who is eligible for the DiSCo Lazio scholarship?

You are eligible if:

  • Your university is registered in the Lazio region

  • Your course is at an eligible level

  • You are claiming the benefit for the first time at that level

  • Your family income and assets fall within the required ISEE limits

Eligibility for the amount depends mainly on your family’s ISEE, which is an income-and-assets indicator explained later in this guide.


Which universities in Rome and Lazio qualify?

The official list is called Annex A, and it is large. Nearly every major institution in Rome is included.

Some of the most common institutions for Indian students include:

One helpful point: even if your MIUR-recognised university is not named on Annex A but is located in Lazio, you may still be able to apply.

Which courses are covered?

All of the following levels are eligible:

  • Bachelor degree, also called laurea triennale

  • Master degree, also called laurea magistrale

  • Single-cycle degrees, including MBBS / Medicine

  • AFAM diplomas in art, music and dance

  • PhD and specialisation courses, under their own conditions

One rule applies to every level: the scholarship is only for the first time you attain each level.

If you already hold a degree at that same level — from India or anywhere else — you cannot claim it again for the same level.


I don’t have my admission or visa yet — can I still apply?

Yes. A student who is still in India and mid-admission can and should apply within the normal application window.

This is the single biggest myth that costs families the scholarship.

The application is submitted now. The scholarship is confirmed later once you enrol. The hard enrolment deadline is 10 February 2027, not today.

So, “I don’t have admission yet” is not a reason to skip applying.


How much does the DiSCo Lazio scholarship pay?

In the top band, an out-of-town student receives:

  • €7,556.78 per year

  • Two free meals a day

  • Access to university accommodation

  • Subsidised health insurance for eligible senior students

Lower bands receive less, but it is still a full scholarship.

The core principle is simple:
The lower your family income, the higher your scholarship.

This scheme is built for the families who need it most.


Why are Indian students automatically placed in the highest band?

Because your family lives in India and you rent in Rome, you are usually classified as fuori sede, meaning out-of-town student.

This is the highest-paying category.

The scholarship classifies students by their distance from the university. The top band is reserved for students who live far away and rent near the university.

European students often struggle to prove a registered rental contract. As an Indian student with family back home, you qualify for the top band directly.

Important caveat:
This top-band advantage holds only while your family stays in India and you have not taken official Italian residence, called residenza anagrafica.
If you move your residence to Italy, you are classified by distance like a local resident.
Also, if your course is fully online or distance-mode, this advantage does not apply.

How do you calculate your ISEE and scholarship band?

Your ISEE is your family’s yearly income, plus 20% of your family’s assets, divided by a fixed number based on your family size.

It is the single number the whole scholarship sits on — and it is simple enough to estimate yourself in two minutes.

ISEE Formula

ISEE = (Yearly family income + 20% of assets) ÷ Family-size number

The family-size number is already fixed by the Italian government. You simply read it from the table below.

More members — or a member with a disability — only lowers your ISEE, which is good for you.


A worked example

Suppose Aman’s family has four people, so the number is 2.46.

His family details are:

  • Yearly income: €9,000

  • Family assets: €30,000

  • 20% of assets: €6,000

Now calculate:

Income €9,000 + 20% of assets €6,000 = €15,000

€15,000 ÷ 2.46 = ISEE of about €6,098

That puts Aman comfortably in the top band.

Eligibility ceiling

This cutoff is different from the amount bands.

You are not eligible this year if:

  • Your ISEE goes above €28,339.88, or

  • Your family assets exceed €61,608.48

Do not confuse the scholarship amount bands with the eligibility ceiling.

Important note:
This is an estimate so you can predict your band. The final official ISEE, called the ISEEUP, is issued only by an affiliated CAF centre in Italy. Treat your self-calculation as a reliable guide; the CAF gives the official figure.


What is the complete DiSCo Lazio application process?

The process has five steps, and the order matters.

  1. Prepare your documents in India

  2. Submit the online application by 22 July 2026

  3. Complete your codice fiscale, residence permit and CAF ISEE after reaching Italy by 10 December 2026

  4. Complete enrolment by 10 February 2027

  5. Add your bank account, or IBAN, within six months of being declared a winner


Step 1 — Prepare your documents in India

This is the step that takes the longest, so begin the moment you decide to apply.

First, prepare a document showing your family’s:

  • Income details

  • Property details

  • Asset details

Then get it apostilled by India’s Ministry of External Affairs, also called MEA.

Because India is a Hague Apostille country, you do not need to visit the Italian Consulate for this step.

Finally, get an official Italian translation of those documents from an authorised translator.

Both the apostille and the translation can take weeks, so do not leave them till the end. Carry both with you to Italy.


Step 2 — Submit the online application by 22 July 2026

The application is made in your reserved area on laziodisco.it.

The application window:

  • Opens on 10 June 2026

  • Closes on 22 July 2026 at 12:00 noon Italy time

Fill in your details, attach your documents, submit the application, and save the ID number you receive.

Our advice: start early. If a field or document creates confusion at the last minute, an early start gives you time to fix it before the deadline.


Phase 1 and Phase 2 corrections

There are two phases.

After Phase 1 submission, DiSCo publishes provisional results by 29 July 2026. This is where you can check whether there is any problem with your application.

If there is an error, you can make corrections between:

30 July 2026 and 11 August 2026, 12:00 noon Italy time

This is called Phase 2.

The “unlock” trap:
If you use the unlock or variation function to edit your application in Phase 2, the system cancels your application — including the attachments — until you re-submit it with all documents by 11 August 2026, 12:00 noon.
Editing without re-submitting means you are excluded.

Always follow this order:
Unlock → Fix → Re-submit → Confirm the ID

Never walk away mid-edit.


Step 3 — After you reach Italy

As soon as you arrive in Italy, complete three things in order:

  1. Apply for your codice fiscale, the Italian tax code needed for everything

  2. Apply for your residence permit

  3. Visit an affiliated CAF to make your ISEEUP using the apostilled and translated documents you brought from India

The CAF prepares your ISEEUP free of charge.

The hard deadline for the CAF ISEE is:

10 December 2026

Use an affiliated CAF only. A non-affiliated CAF’s document will not count.


Step 4 — Complete enrolment and documents by 10 February 2027

By 10 February 2027, three things must be complete:

  • Your university enrolment

  • A copy of your residence permit uploaded, or proof of application

  • No blocks left on your file

If you also want a hostel place, note that its deadline is earlier:

10 December 2026


Step 5 — Add your bank account / IBAN

Once your status changes to winner in your reserved area, you must add your bank account, called IBAN, to your profile within six months.

If you do not add it within six months, you lose the right to be paid.

An Italian IBAN or any European SEPA-country IBAN in your name works.

What is the one mistake that costs families the entire scholarship?

The most common and most painful mistake is arriving in Italy too late to complete your CAF ISEE before the 10 December deadline.

Sometimes an admission letter arrives late, or a visa is delayed, so the student reaches Italy late. If you arrive after 10 December, the CAF cannot process your ISEE in time. A full year’s scholarship can be lost, even though nothing was wrong with your studies or your application.

We have seen it happen: a student whose scholarship was certain, delayed only by a late visa, reached Italy in January after the deadline had passed — and lost the whole year’s funding.

The fix is simple but firm:

Plan your timeline backwards from 10 December.

Get your visa, apostille and translation moving immediately. These dates can also shift slightly each year, so plan your full timeline carefully against the live bando.


Two more rules that protect your scholarship

1. Your visa income and scholarship income must match

The income you show for your scholarship must match the income shown on your visa and residence permit documents.

This is not our opinion. It is written in the call for applications, Article 12.2.

Showing a higher income for the visa and a lower one for the scholarship is detected and leads to rejection. Use the same income figure in both places.


2. Never give false or misleading information

This is the most important rule of all.

Never give false or wrong information about:

  • Income

  • Assets

  • Family details

  • Property

  • Documents

If a false declaration is found, three things can happen together:

  1. Your scholarship is cancelled

  2. You must repay three times the amount received, plus the value of any services used

  3. You lose the right to any further Right-to-Study benefit for the rest of your studies

This is set out in Article 47.1 and Legislative Decree 68/2012.

DiSCo cross-checks records with tax authorities, INPS, the Revenue Agency, universities and embassies.

The honest application is always the strongest one.


How do you keep the full scholarship?

In your first year, the scholarship is granted on income, but you must earn 20 credits by 10 August to receive the full amount.

Senior students must already have a set number of credits for their year.

If you fall short in the first year, you receive half. If you earn none, the amount must be repaid.

When does the scholarship money arrive?

The money is paid in instalments.

Part is paid early in the academic year, and the rest is paid later after credit requirements are met, as long as there are no blocks on your file.

Alongside the cash, three important benefits are included:

Hostel

A room in a university residence for non-resident students. Rent is deducted from the scholarship. You must request it by 10 December 2026.

Meals

Two free meals a day, or a cash equivalent.

Health insurance

For senior students, health insurance is mostly funded by DiSCo. The student pays only around €100.
